Courtney Livingston

Courtney Livingston, PhD, is a nationally recognized leader in first responder training, credentialing, and operational readiness. With more than two decades of experience spanning maritime operations, law enforcement, and emergency response, she has helped develop and advance training systems that not only meet national standards, but help define them. She currently leads strategic initiatives focused on strengthening readiness, interoperability, and capability across the maritime public safety community.

Her career has spanned state, national, and international arenas, from building credentialing and quality assurance systems to supporting operational and training initiatives alongside federal, military, and public safety partners. Courtney has served in both enlisted and civilian capacities with the United States Coast Guard and held leadership positions within state law enforcement. She earned her PhD researching the relationship between training methodologies, performance, and operational readiness, with a particular emphasis on high-consequence and specialized response environments.

Throughout her career, one principle has remained constant: capability is never built by technology, policy, or equipment alone. It is built through people. While innovation continues to reshape the operational environment, success still depends on the men and women who must make decisions under pressure, adapt to uncertainty, and perform when it matters most. Much of her work focuses on the intersection of training, leadership, human performance, and organizational readiness.
