Beyond the Helm: Developing Maritime Decision-Makers

From Operator to Operational Leader

Every year, maritime first responders across the United States invest countless hours developing the technical skills required to safely execute operations on the water. They become proficient coxswains, tactical operators, maritime law enforcement officers, firefighters, rescue personnel, and emergency responders. They master vessel handling, navigation, search techniques, communications, emergency procedures, and countless other competencies necessary to perform under demanding operational conditions.

Those investments are both necessary and appropriate.

What has historically received far less attention, however, is deliberately preparing the individuals responsible for directing those operations once an incident expands beyond the capabilities of a single crew, a single resource, or even a single agency. At that point, the challenge shifts from executing individual tasks to coordinating an entire system of people, information, resources, and competing priorities. That transition represents a fundamentally different skill set, yet it has historically received far less emphasis than the technical competencies required to operate on the water.

The distinction is important because operational excellence and command effectiveness are not interchangeable.

One prepares responders to execute the mission. The other prepares leaders to manage increasingly complex operations once that mission begins evolving beyond the capabilities of a single resource or agency.

When Complexity Takes Over

The 2019 Conception dive boat tragedy off Santa Cruz Island, California, provides a sobering example of how quickly that transition can occur. What began as a vessel fire rapidly evolved into one of the most complex maritime incidents in recent history. Search and rescue operations quickly transitioned into recovery efforts. Additional local, state, and federal agencies became involved, investigative responsibilities expanded, and operational priorities continued evolving.

The incident itself had changed.

Each transition required new objectives, new priorities, new coordination efforts, and new decisions. Yet none of those decisions occurred in isolation, nor were they driven solely by the availability of boats, aircraft, or personnel. They depended upon leaders capable of understanding how the incident was evolving, anticipating what would be required next, and coordinating multiple organizations operating under different authorities toward a common objective.

That is where incident command begins to demonstrate its true value.

Command Is a Discipline

One of the most persistent misconceptions surrounding incident command is that it simply identifies who is in charge. While establishing command is certainly important, assigning someone the title of Incident Commander does not, by itself, create effective incident management. Effective command is not defined by organizational charts or command posts…it is demonstrated through disciplined decision-making, the establishment of operational objectives, information management, resource coordination, risk assessment, and the ability to continually adapt as the incident evolves.

Competencies such as information management, operational planning, resource prioritization, and risk assessment are not simply acquired through operational experience alone. Like any other professional discipline, they require deliberate education, structured development, repetition, and continual refinement.

But perhaps more importantly, they should be learned through a standardized framework.

Every maritime incident presents a different operational problem. Weather changes, jurisdictions change, available resources change, the nature of the emergency changes. Yet the process used to gather information, establish objectives, prioritize risk, allocate resources, communicate intent, and evaluate progress should remain remarkably consistent.

That consistency is precisely what standardization was designed to provide…not by creating identical responses, but by creating consistent decision-making under unpredictable conditions.

Standardization is often misunderstood as inflexibility, as though every incident should be managed identically regardless of circumstance. In reality, the opposite is true. Standardization provides a repeatable framework for making decisions while allowing tremendous flexibility in how those decisions are implemented. It reduces unnecessary cognitive workload during periods of uncertainty because leaders no longer have to determine how they will think through a problem. They can, instead, focus their attention on solving the problem itself.

The maritime community has long recognized the value of standardization in other areas of operations. Navigation follows established rules, radio communications rely upon standardized terminology, vessel inspections follow consistent procedures, and search planning is guided by internationally recognized doctrine. These standards do not limit professional judgment…they provide a common operational language that allows organizations from different jurisdictions and disciplines to work together effectively.

Maritime SAR incident command deserves the same level of discipline.

Standardizing Decision-Making

Complex maritime incidents rarely remain confined to a single operational period or a single responding agency. As incidents expand, information becomes more abundant while certainty often becomes more elusive. Initial reports may conflict with later observations, witness statements require validation, weather forecasts evolve, and operational risks change…all while additional resources continue arriving, each bringing new capabilities, communication requirements, and coordination challenges.

Under those conditions, the greatest challenge facing a Maritime SAR Incident Commander is rarely resource availability. More often, it is determining how available resources should be prioritized and employed based upon the best information available at that moment, while recognizing that the operational picture may change again within minutes.

That reality places information management at the center of effective incident command.

Operational decisions are only as sound as the information upon which they are based. Collecting information is important, but incident command demands something far more difficult. Leaders must continually determine which information is verified, which remains uncertain, what additional information is needed, and whether new developments require a change in operational objectives. Those decisions influence every subsequent action taken by the organizations supporting the response.

Technology is transforming this environment even further. Artificial intelligence, unmanned and uncrewed systems, remote sensing platforms, predictive analytics, and enhanced maritime domain awareness capabilities are providing incident commanders with unprecedented access to operational information. Those capabilities represent significant advancements for the maritime community, but they also reinforce an important reality:

More information does not automatically produce better decisions.

In many respects, it increases the importance of disciplined incident command. As data becomes more abundant, leaders must become even more proficient at interpreting information, identifying what is operationally relevant, recognizing what remains unknown, and communicating priorities across multiple organizations. Technology may accelerate information flow, but judgment remains a uniquely human responsibility.

Closing the Capability Gap

This is one of the reasons the maritime community should think differently about professional development.

For decades, we have invested heavily in developing exceptional operators, and we should continue doing so. Every competent Maritime SAR Incident Commander benefits from a foundation of operational experience and technical credibility. Those experiences provide context for command decisions and strengthen a leader’s understanding of the challenges faced by responders operating in dynamic maritime environments.

Unlike vessel operations, navigation, tactical response, or search planning, there has historically been less emphasis on systematically developing maritime operational decision-makers responsible for directing complex, multi-agency incidents. As maritime operations continue increasing in complexity, that gap deserves renewed attention.

Operational experience alone, however, does not automatically prepare someone to manage complex incidents. Experience provides context, judgment, and technical credibility, all of which are essential attributes of effective leadership. But experience should not be mistaken for preparation. Many exceptional operators eventually assume responsibility for directing complex maritime incidents without ever receiving deliberate education in how to manage uncertainty, prioritize competing demands, or coordinate multiple organizations operating toward a common objective.

Tactical leadership and operational leadership require many of the same foundational competencies, but they apply those competencies in fundamentally different ways. Tactical leaders focus on executing the mission safely and effectively with the resources immediately available to them. Operational leaders must integrate multiple organizations, manage uncertainty across an evolving incident, establish priorities, anticipate future requirements, and coordinate resources toward shared objectives. Both are essential. Neither should be assumed to develop naturally from the other.

The Evolution of Maritime Readiness

That distinction becomes even more important as the maritime operating environment continues increasing in complexity. Major search and rescue incidents, hurricanes, mass rescue operations, infrastructure failures, cyber disruptions, autonomous systems, and increasingly interconnected transportation networks all demand leaders capable of managing complexity rather than simply reacting to it. The future of maritime response will not be defined solely by better equipment or more advanced technology. It will be defined by organizations capable of consistently producing sound operational decisions under pressure, regardless of where an incident occurs or who occupies the command position.

Developing operational decision-makers should be viewed as a capability investment every bit as important as developing the operators they lead. Ultimately, the goal should not be to create incident commanders who all think alike. The goal should be to create leaders who approach complex operational problems through a common decision-making framework grounded in doctrine, informed by experience, and refined through continual learning. Every incident will remain different…the uncertainty will remain…the operational challenges will continue evolving.

But the process used to manage that uncertainty should not.

If the maritime community has spent the past several decades building exceptional operators, perhaps the next evolution is becoming equally deliberate about developing exceptional operational decision-makers. That investment may prove to be one of the most important capability enhancements we make…not because it changes the incidents we face, but because it standardizes how we make decisions when the stakes are highest.
